This question is confusing to me but I think I understand the biggest part of it. Get rid of him. Sorry but he shouldn't be asking for girls phone #s even if they are friends. There is nothing wrong with him having a few female friends that he talks to sometimes but this sounds like too much. I just know that I wouldn't put up with it. Its just not acceptable behavior.
